Layer Liulin,he is born in November 3,1975,the Han nationality, bachelor degree.Senior partner and director of Anhui Duanwei Law Firm.

From June 1999,Layer Liulin is engaged in full-time lawyer,he is now the arbitrator in Hefei Arbitration Commission,the director in Anhui Environmental Protection Association,the secretary general in Anhui Red Cross Society Supervision Committee,the committee member in the National Lawyers Association of environmental resources Specialized Committee,the associate Director in Anhui Province Association of Environmental Resources Committee,the visiting professor in Anhui vocational college of police officers. 

He has published many articles:《Reflections on the abolishment of judicial committee system》,《Perfecting the system construction of lawyers to provide legal services for environmental impact assessment of construction projects》,《On the system of environmental public interest litigation》,《Under the new situation, the opportunity and path of lawyers in environmental legal service》etc.
